    EU May Extend Telecoms Deadline to Remove High-Risk Suppliers

    European telecom operators could receive more flexibility to replace equipment supplied by companies classified as high risk under proposed European Union cybersecurity rules. The change comes as governments consider the financial and technical challenges of removing existing network equipment while maintaining reliable communications services.

    EU Rethinks Fixed Telecom Replacement Deadline

    The European Commission initially proposed a 36-month period for mobile operators to remove equipment from high-risk suppliers. The measure forms part of an update to the EU Cybersecurity Act and is aimed at strengthening the security of critical communications infrastructure.

    However, EU governments have since removed the fixed timeline from the latest version of the proposal. Instead, the replacement period could be determined by several practical factors, including the level of security risk, the age of existing equipment, replacement schedules and the availability of alternative suppliers.

    Why Telecom Operators Want More Time

    Replacing large amounts of network equipment is a complex process. Operators must plan installations, maintain service continuity and make sure new equipment works properly with other parts of their networks.

    Industry executives have warned that a rapid replacement programme could cost as much as €40 billion. They have also raised concerns that such spending could reduce funds available for fibre networks and the development of 5G and 6G services.

    The financial pressure is particularly relevant in European markets where operators still use substantial amounts of equipment from suppliers that could fall under the new rules.

    Huawei Remains a Key Focus

    The proposed changes have placed Huawei at the centre of discussions surrounding Europe’s telecom security. The company’s equipment is widely used in some European networks, while governments have increased scrutiny of technology suppliers amid concerns about cyberattacks, ransomware and foreign interference.

    The EU proposal does not simply rely on a supplier’s nationality. The framework includes assessments of security risks, supply-chain dependencies and the availability of alternative equipment. Huawei has rejected claims that its products create a security threat.

    Germany, Italy and Spain Face Major Changes

    The transition could have a notable effect in Germany, Italy and Spain, where some major telecom operators have relied heavily on Huawei equipment. Research cited in the latest report indicates that these countries could account for a significant share of equipment requiring replacement during the coming years.

    For operators, the challenge is not only replacing hardware. Network upgrades must also be coordinated with existing infrastructure, customer requirements and future technology plans.

    EU Negotiations Will Decide the Final Timeline

    The latest proposal is not yet final. EU member states still need to negotiate the changes with the European Parliament before the revised Cybersecurity Act can become law.

    A flexible timetable would give telecom companies more room to coordinate network upgrades while addressing identified security risks. The final rules will determine how Europe balances the protection of critical communications infrastructure with the cost and complexity of replacing existing equipment.
